               SOUTH DAM REPAIRS TO BEGIN THIS SUMMER

The Town of Jefferson and LSHA are jointly working to rapidly move this project forward.  The plans for phase one of the repair process have been submitted to the DEP.  We are awaiting comments and approval from Darin Shafer, NJDEP who has promised to fast track our project.  Once approved, the needed permits will be secured.  When phase one is completed the lake will be returned to full pool. 

Using a prior DEP-approved design, the French and Parillo concept offers the potential reduction in cost of nearly one million dollars.  It is now estimated that the repairs will be in the range of $450- 650,000 to be repaid from the NJDEP Revolving Loan Fund over twenty years.  Through a special tiered assessment, all the properties within Ringling Manor Estates will repay the loan.  We will be reimbursing the Town for all expenses related to this project from the proceeds of the loan, once the funds are available.  At its July 14th Meeting, the Town Council unanimously approved the Memorandum of Agreement.  The Council stated their strong support that in the interest of all, the dam must be fixed.  They will be signing the loan agreement when it is issued by the DEP.

        Monitoring Devices Installed Monday, April 12th - Water Level of the Lake

Several people have asked about the water level of the lake.  The NJDEP has criticized LSHA for not maintaining the lake at the requisite 3' below the spillway. We have contended that we have been maintaining the lake as agreed, but due to weather condition fluctuations (flood conditions) or debris in the trash racks, the lake occasionally rises to a temporary higher level which coincided with DEP visits to our site.  The DEP has agreed to using monitoring devices correlated to weather conditions for two months so that we can prove our position.  Once the data determines we are in compliance, the DEP will not mandate any costly temporary repairs or other actions. Therefore, for the benefit of the community, the water level must remain close to the 3' level depending upon precipitation fluctuations.  

The State legislation to release the loan funds is scheduled to pass shortly.  The statute language states that the funds will be available on or before June 10th, 2010.  Once the contract is dually signed, we will move to swiftly bring the dam remediation project to completion.


   Beach and boating season is here.

The beach, located on Lakeview Ct, is open. Starting May 15th, 2010 tags and stickers will given out to members in good standing. Anyone not attending clean up day will have your tags and stickers delivered soon after that.   If you use the area for skating, viewing or ice fishing, please use the what you bring - you take policy.  If you bring it in, please take it out.  No glass is permitted on the beach. In order to avoid unwanted visitors (critters) from coming to the beach the least amount of refuse should be in the area.  For health reasons, please keep dogs off the beach.  Our sand should not be contaminated with animal urine or droppings. 

Even when the beach is closed if you use the lake - Remember to bring your beach tags.  Also place your boat tags on your watercraft.  Without proper id, you will be asked to leave the beach and water.   If you are a member in good standing (dues, interest, fees, and assessments are up to date) and have not received your tags, contact Bob as listed below.

Beach and Boating Summer 2010

 

Dear Members:


As requested by the membership, we are proud to announce the reinstatement of the position of security officer for the lake on the weekends.  Our long time member, Dick Schweighardt will be checking badges at the beach and boat tags on the lake. Children under the age of 12 are not allowed on the beach without parental supervision at any time.  Please comply with the LSHA Rules and Regulations (click here Rules and Regulations.pdf )  that are posted at the beach and on this site. 

 

He will be enforcing the beach rules and anyone without a beach tag or a valid 2010 tag will be asked to leave the area. Dick does have a list of members in good standing in case you forgot your beach tags.

 

We have authorized the township police department to access our property if Dick needs assistance or someone refuses to leave the beach or lake area. Complaints will be signed and the individual(s) will be prosecuted to the fullest extent of the law.

 

If you are having a personal gathering and your guests will be using the beach, please call Bob D'Angiolillo (973 214 9567) our beach manager and he will inform Dick of the event and the antici pated number of guests you will have without badges.

Notice to Realtors 

February 19, 2009 - ongoing

Dear Sirs or Madams:

For any listings within the Lake Swannanoa Community, if the homeowner has not disclosed their status, you will need to check if the residence being listed is a covenant signer of the Lake Swannanoa Home Owners Association (LSHA). If so, you should ask them if their account is in good standing. If their account is not in good standing, a lien has or could been placed on the residence and the outstanding balance must be paid to insure clear title to the property. Your actions will insure there are no surprises as the sale progresses.

There are a few residences with lakefront property that are not members of the LSHA and as such do not have any rights or privileges that association members have. The LSHA owns a ten-foot strip around the entire lake. Owners of non-covenant residences are in violation of trespassing law if they attempt to use the lake for any purpose whatsoever. For these properties, new homeowners can become covenant owners so that they may enjoy all the benefits of lakefront living.

It has been brought to our attention that several listing in local papers highlight Lake Swannanoa residences for sale. We suggest you contact the Association Treasurer at the address listed below to insure that the listed property is, or is not, a covenant signer. In order to receive account status and balances, upon receipt of signed release authorization from a covenant property owner, the association can provide up to date information on the status of the individual's account.

Through regular communications and public meetings, the homeowner is kept apprised of all concerns that affect the lake community. Any information regarding community issues should be garnered from the homeowner or public information sources. On the advice of counsel, the association does not provide informational updates on issues to non-owners. It is the homeowner's responsibility to disclose all information to their realtor and buyers.

   Trespassing Notice from Board of Directors

Effective as of June 9 2007, ongoing

Dear Members:

Now that the weather has turned, the use of our lake has increased.  In order to maintain the quality of the lake and its use by authorized Lake Association Members, I am asking that we all are diligent insuring that lake privileges are only enjoyed by Members in Good Standing.

If you see a boat on the lake or people using the beach, without the proper tags, please ask them if they have them.  Members are required to have the appropriate tags on display.  If they do not have them, please politely ask them to leave and remind them that the lake is maintained for dues paying members only. The boats must have the proper boat tag for identification and each individual in the boat must have a beach/fishing badge displayed.  If they refuse to leave, please call Jefferson Police who have permission to enter our properties to help enforce trespassing laws.

If the person(s) refuse to leave, please call one of the board members regarding the matter and provide as much info as possible. If the individual claims to have paid their dues and have not been issued the appropriate tags, please get their name and phone number and provide that information to Treasurer, Pam Fadden 973-697-0509 or Bob D'Angiolillo @ 973-214-9567.  Regardless, if they do not have the appropriate tags, they must cease using lake privileges.  The local police authorities will be contacted and asked to take appropriate action.

Eagle Watch - Have You Seen This Bird?

Endangered Species found at Swannanoa

American Bald Eagles are regular visitors to the lake. They frequently visit our shores and tree line. Recently there have been multiple sightings of adult and adolecent bald eagles around the lake. We are trying to find the birds nesting area to ensure that the endangered species has a happy an healthy life in our community. If you are aware of the birds' nesting area or see them, please contact the LSHA at swannanoa@optonline.net. In your email note the date, time of day, and location.

Sunshine Club

Hi everyone!

The Lake Swannanoa Sunshine Club's purpose is to bring our neighbors together by recognizing people in our community who are in need of a card, flowers, basket of cheer, welcome or simply a chance to visit and chat over tea or coffee.  We will also plan community events.

If you know of any of your friends or neighbors who are ailing, celebrating a notable birthday (75, 100) or anniversary, birth of a child, death of any family member, moving from our lake, or someone who has been shut in and needs a visit from some friends, please get in touch with any one of us. We will be sure to get right on it and pay them a visit or send them good wishes with a card or perhaps flowers.

People need to know that their neighbors care and are concerned; we are, and intend to let people know.
